How to realize transformation and upgrading under the changing situation of the paper industry

after 30 years of development, China's paper industry has become the world's largest papermaking country. However, the influence of water on the layer spacing, while the paper industry is developing rapidly, the problems exposed are becoming more and more obvious. From January to September this year, the national output of machine-made paper and paperboard was 87.6634 million tons, with a year-on-year increase of 0.21%. From May to September, the monthly output continued to grow negatively, and in September, the output increased by -0.83%

it is an indisputable fact that the paper industry has zero growth, and overcapacity has also reached a consensus in the industry. Zhao Wei, vice president and Secretary General of China Paper Association, predicted that the market competition in the paper industry will further intensify and the profit space will narrow in 2014. In this case, the change of the paper industry is imminent. In the era of industrial change, the paper industry needs transformation and upgrading. So, how should the transformation of the paper industry go with the development and upgrading of science and technology

1. Strictly control the new production capacity and accelerate the elimination of backward production capacity

the 12th Five Year Plan for the development of the paper industry clearly states that the total level of the paper industry should be strictly controlled and the development speed should be appropriately reduced

from 2003 to 2012, the average annual output of machine-made paper and paperboard increased by 5.2%, while the consumption was 4.2%. The average annual output of coated printing paper increased by 13.99%, and the consumption was 8.83%. The average annual output of copper paper increased by 14.2%, and the consumption was 11%. The average annual output of paper increased by 6.98%, and the consumption was 5.58%. After years of net capacity growth, the problem of overcapacity in the paper industry finally broke out in the second half of this year. Although the 67 paper enterprises listed in the list of the second batch of backward production capacity released by the Ministry of industry and information technology involve a total of 1.209 million tons of eliminated production capacity, this figure is still very small compared with the new production capacity that is about to be put into production and under construction

2. Implement the "going out" strategy

in this month, the cumulative output of domestic machine-made paper and paperboard was 87.6634 million tons, and the cumulative export was 3.6226 million tons, accounting for 4.1% of the total output

at the 6th China paper industry development conference held on November 8-9 this year, director he Yanli of the industry department of the national development and Reform Commission said that the paper industry should go abroad, that is, the policy of going abroad, to resolve some excess capacity

in fact, as early as March 2012, guoyongxin, an expert on China's paper industry strategy, proposed to implement the "going global strategy" in the article "2012 China's paper industry situation outlook and key countermeasures to overcome the siege", and gave specific indicators, namely 30%

at present, the domestic paper industry has about 20% overcapacity, and if the proportion of exports is increased from 4.1% to 30%, plus the backward production capacity that is being eliminated and is about to be eliminated, there is still deep potential to be tapped

On November 27, Premier Li Keqiang, who was visiting Romania, pointed out that the Chinese government will continue to support credible, powerful and law-abiding enterprises to go global and achieve mutual benefit and win-win results with an open attitude

3. Optimize the enterprise structure and speed up mergers and acquisitions

the 12th Five Year Plan for the development of the paper industry clearly states that we should focus on cultivating a number of backbone enterprises. In accordance with the principle of complementary advantages and voluntary combination, integrate papermaking resources, promote strategic reorganization of enterprises, cultivate a number of backbone enterprises to become stronger and bigger, and support domestic enterprises to form a number of cross regional, cross industry, cross ownership, transnational and internationally competitive comprehensive large backbone pulp and paper enterprises and enterprise groups through mergers, alliances, restructuring, integration and going global. Guoyongxin believes that mergers and acquisitions have become an important measure for the development of the paper industry and paper enterprises in the current period

small and medium-sized paper enterprises are difficult to compete with large enterprises in traditional fields, but they can develop in a specialized, refined, special and new direction. We can achieve specialization in market segments, refinement in product quality, and specialization in product varieties

4. Technological innovation and environmental forcing mechanism

the competition in the paper industry is becoming increasingly fierce, and a great reason for this situation comes from homogenization. The equipment difference is small, the production process converges, and the product quality is equal. Finally, it evolves into a bloody price war, which also directly leads to the low profit margin of paper products that cannot meet the testing of ordinary materials if they are purchased. Enterprises can avoid homogeneous competition by developing new products of low quantitative and functional paper and paperboard, and developing environmentally friendly paper products, and so on, while optimizing the product structure

in terms of environmental protection, the current COD emission of the paper industry accounts for 35% of the total National COD emission, while the output value accounts for less than 1% of the total domestic industrial output value. For a long-term and steady development of an industry, its social contribution must match the resources it occupies. The implementation and utilization of polylactic acid is bound to lead and drive the transformation and upgrading of Taizhou biomedicine and traditional plastic industry, otherwise the society will not allow it to continue to develop. The paper industry needs to implement stricter environmental protection standards and form a forced mechanism, so that some unqualified and inefficient enterprises will naturally be eliminated. At the same time, we should also strengthen supervision, and do not let those environmental protection equipment that should play a role become furnishings

The paper industry plays an important role in China's national economy. At present, the development of the industry has reached a key historical stage. Transformation and upgrading are inevitable, and the road of transformation and upgrading cannot be achieved overnight. From the government, to enterprises, to dealers, we need to coordinate with each other to maintain the steady development of the paper industry
